Since you're playing everything in first position and you're just beginning, it's easier to play passages with an open finger rather than fourth. The fourth finger plays the next open string (IE 4th on D plays an open A). Since the fourth finger note can be accomplished by the open string, it is omitted. And it's less notes and fingerings thrown at you all at once.As you start playing harder passages and different positions, you'll need to use your fourth finger for more notes (not open string) and to make the song sound better--the open string can have an airy, loud, piercing sound, which is usually not wanted in violin solos or orchestra. If you're teaching yourself and you're playing using the fourth finger, good for you :D. Not learning them in the beginning is just the matter of having less to learn. So that's good that you play with your fourth finger, you're ahead of the game.

When you first start playing there isn’t a real need for the fourth finger. You first learned open strings and then using 1 finger then 2 then 3 then you quit taking lessons open strings play the same pitch as most of your 4th finger notes and it helped keep you in tune as a beginner.

Because you were a beginner. Basically, first things first. If your teacher is that experienced, there will come a time when he gets you to work in that elusive fourth finger.

Training your pinky to not be a stooge takes time, and most people don’t end up using it until the rest of their fingers are pretty well adjusted to the instrument.
